I have a question that hasn't done well on the firefighter forum boards so I would like to ask you.
I was asked, "You are at a scene and your officer tells you to do something illegal or immoral.  What do you do?"
I answered the way you suggested in your book and in your videos that anything illegal is wrong and it would go against the cities charter and go against the oath I took when hired.

They followed this up with the same question involving your officer asking you to do something just immoral not illegal, but gave no example.

I was a bit flustered, but still answered the same way about anything illegal or against our rules.  They then emphasized to me that sometimes you have to do some immoral things as a firefighter.  I didn't know what they wanted to hear for this question.  What do you suggest in this situation? Thanks Doug

Reply: Listen to the question.  "You are at a scene and your officer tells you to do something illegal or immoral.  What do you do?"  Your officer is giving you a direct order.  Your thoughts of it being illegal or immoral might only be in your mind.  No matter what you think you will carry out the order.  You can discuss the situation with your officer later.

Doug: Doesn't this contradict what you suggest in your material?  So just because I'm being told to do something illegal/or immoral, I should do it anyway?  Opposed to doing something illegal or immoral that is my own idea?  I'm confused?

Reply: No, Again listen to the question.  You're confusing a scenario question and a direct order on the scene. 

The key here is the first part: "You are at a scene and your officer tells you to do something" - that is a direct order!!!!  Are you going to refuse a direct order from your officer? Our son Captain Rob said, "You could say, I would find it strange that my officer would ask me to do something illegal or immoral so I would I would repeat the order to make sure I understood it correctly."  If your officer confirms his order in an emergency situation are you going to take the chance in an oral board and refuse the order?  Keep in mind they gave you follow up tip when they emphasized, "Sometimes you have to do some immoral things as a firefighter."

Applicants must be between the ages of 19 and 35, be a high school graduate or have a G.E.D. Must pass a written civil service examination, physical exam and drug screen and pass a physical agility test. Must possess a valid driver's license.

To be hired:

2. Currently certified or eligible for certification as basic structural firefighter, Hazardous Material Technician by the Texas Commission on Fire Protection, and have successfully passed the Commission's examinations for both certificates.
3. Applicants must also be certified or have a current NREMT, as a minimum, an Emergency Medical Technician by the Texas Department of State Health Services.
4. Amarillo Fire Dept. Candidate Physical Ability Test Certification (CPAT), within 12 months of hire.
5. Must pass a civil service written examination and physical agility test.
6. Must have a valid driver's license.

All documentation for the above must be turned in at the time a conditional offer of employment is made including a copy of: birth certificate & high school diploma or GED certificate.

SUMMARY: Under general supervision, is responsible for firefighting duties of average difficulty; and performs related work as required.

DISTINGUISHING FEATURES: This is the entry-working class in the Firefighter sub-series. An employee in this class is responsible for fighting fires at an air national guard base and may be required to work 24-hour shifts or other incremental shift work to meet mission requirements as determined by supervisory personnel.

This class differs from Firefighter 2 in that an incumbent of the latter functions in a lead capacity.

Examples of Duties and Responsibilities:
1. Performs firefighting, rescue, salvage, and fire prevention activities for aircraft, base facilities, equipment, and personnel at an air national guard base.
2. Operates fire alarm communication devices and checks firefighting equipment to ensure proper working order.
3. Prevents fire and water damage and assists in post-damage salvage.
4. Attends classes, meetings, and training seminars.
5. Operates a variety of firefighting equipment and vehicles.
6. May train personnel in first aid, firefighting equipment operation, and rescue operations.
7. Performs routine building and grounds maintenance at a fire station.

Education and Experience: Education equivalent to graduation from a standard high school and current certification accredited by the International Fire Service Accreditation Congress or the National Board on Fire Service Professional Qualifications in all of the following: Fire Fighter II, Hazardous Materials-Operations, and Airport Fire Fighter.

1. Possess a valid motor vehicle operator's license.
2. Must be eligible to receive a security clearance of SECRET, as required by appropriate regulations.
3. Must pass a medical examination by a licensed physician so that physical condition is sufficient to perform all assigned duties.
4. Must pass a physical fitness and agility examination to demonstrate that physical condition is sufficient to perform all assigned duties.
5. Must be willing and eligible to complete the required Air National Guard Fire Protection Program Certifications consistent with the duties of this job classification.

Under general supervision, controls and extinguishes fires, protects life and property, and maintains all fire equipment. Receives and responds to fire alarms and other emergency calls performing the necessary functions and operations to efficiently handle any fireground situation. Performs fire inspections and pre-fire planning, minor vehicle and equipment maintenance, and other related tasks. Responds to emergency situations requiring emergency medical attention and performs duties of an EMT. Acquires and maintains required State certification for Firefighter I, EMT, and shall be certified by the South Carolina Criminal Justice Academy as a Class III Police Officer, shall enforce misdemeanor traffic laws and the Code of Ordinances for the City of North Myrtle Beach. Reports to the Fire Captain and to the Incident Commander as required by the National Incident Management System.

High school graduate and minimum age 21, good physical condition; possesses all members of both upper and lower extremities; must have vision correctable to 20/20; good moral character and reputation; possess of a valid South Carolina driver's license; preferred one to two years of fire suppression experience; Emergency Medical Technician Certification required; or any equivalent combination of acceptable training and experience.

Physical Requirements: Must be physically able to operate a ladder truck, automobile, fire apparatus, extrication equipment, various fire, medical, and police equipment. Must be able to exert up to one hundred pounds of force occasionally, and/or up to fifty pounds of force frequently, and/or up to twenty pounds of force constantly to lift, carry, push, pull or otherwise move objects. Medium work must be able to lift and/or carry weights of ten to one hundred pounds.

Effective August 10, 2009, the City of Harrisburg, Bureau of Fire, will open recruitment to establish a new civil service eligibility list for the position of Firefighter. Applicants must be at least 19 years old by September 14, 2009; be a U.S. Citizen; have graduated from an accredited high school, earned a G.E.D. certificate, or possess an equivalent education acceptable to the Commission; possess a valid driver's license that has not been suspended and/or restored within the past 3 years from the deadline/closing date for submission of applications; and not have been refused vehicle registration for violation of financial responsibility (insurance) laws within the past 3 years from the deadline/closing date for submission of applications. Applicants who reside outside the Commonwealth of Pennsylvania must obtain a valid Pennsylvania driver's license on or before the completion of the training program.

Applicants who are hired must establish residency within the corporate limits of the City of Harrisburg within 6 months after completion of probationary period and must continually maintain City residency thereafter.

Application packets may be obtained in person weekdays between 8:00 a.m. and 4:30 p.m., or by contacting the City of Harrisburg, Bureau of Human Resources, 10 North Second Street, Room 406, Harrisburg, PA 17101 in writing or by telephone at (717) 255-6475.

Applicants must submit an Official Application for the Position of Firefighter to be considered for the position. No resumes or other employment applications will be accepted. Each application shall be accompanied with a processing fee of thirty dollars ($30.00) in the form of a check or money order payable to "City Treasurer." An applicant who demonstrates a financial hardship may petition the Secretary of the Commission for a waiver of the processing fee by completing the Waiver Certificate section of the Civil Service Application Processing Fee form.

Each application must also include legible copies of the following documents: birth certificate or naturalization papers; valid driver's license, automobile insurance card, social security card; official high school diploma, G.E.D. certificate, college transcript or other official document demonstrating attainment of high school equivalent of higher education; and DD 214, Member Copy 4, (indicating the type of discharge and the dates of entrance into and separation from military) if claiming veteran's preference.

Examination elements for the position of Firefighter include a written examination, candidate physical ability test, background investigation, pre-employment interview and other evaluatory processes. During the recruitment process, each eligible candidate will be provided the necessary information for the next phase of examination. Attendance at each phase is mandatory. Candidates who miss any scheduled phase will be automatically disqualified.

Qualified applicants will be scheduled for a written examination that will be given on Saturday, October 17, 2009. Information pertaining to the written examination will be distributed to each applicant at the time of returning their application. The Bureau of Fire will offer two (2) pre-examination study sessions on Tuesday, October 6, 2009, and Thursday, October 15, 2009; the time and location to be determined.

All applications must be returned in person by the applicant, or applicant's designee with a written signatory authorization to the Bureau of Human Resources no later than 2:00 p.m. on Monday, September 14, 2009.

  DUTIES: Firefighters with the Shreveport Fire Department are one of the most critical and important employment positions within the City of Shreveport.
