1. Fire Prep Topics of Interest – Violating a Direct Order I have a question that hasn't done well on the firefighter forum boards so I would like to ask you. I was asked, "You
are at a scene and your officer tells you to do something illegal or immoral. What do you do?" I answered the way you suggested in your book and in your videos that anything illegal is wrong and it would
go against the cities charter and go against the oath I took when hired.
They followed this up with the same question involving your officer asking you to do something just immoral not illegal, but gave no
example.I was a bit flustered, but still answered the same way about anything illegal or against our rules. They then emphasized to me that sometimes you have to do some immoral things as a
firefighter. I didn't know what they wanted to hear for this question. What do you suggest in this situation? Thanks Doug Reply: Listen to the question. "You are at a scene and your
officer tells you to do something illegal or immoral. What do you do?" Your officer is giving you a direct order. Your thoughts of it being illegal or immoral might only be in your mind. No
matter what you think you will carry out the order. You can discuss the situation with your officer later. Doug: Doesn't this contradict what you suggest in your material? So just because I'm
being told to do something illegal/or immoral, I should do it anyway? Opposed to doing something illegal or immoral that is my own idea? I'm confused? Reply: No, Again listen to the
question. You're confusing a scenario question and a direct order on the scene. The key here is the first part: "You are at a scene and your officer tells you to do something" - that is a
direct order!!!! Are you going to refuse a direct order from your officer? Our son Captain Rob said, "You could say, I would find it strange that my officer would ask me to do something illegal or immoral so
I would I would repeat the order to make sure I understood it correctly." If your officer confirms his order in an emergency situation are you going to take the chance in an oral board and refuse the order?

Education and Experience: Education equivalent to graduation from a standard high school and current certification accredited by the
International Fire Service Accreditation Congress or the National Board on Fire Service Professional Qualifications in all of the following: Fire Fighter II, Hazardous Materials-Operations, and Airport Fire Fighter.

Effective August 10, 2009, the City of Harrisburg, Bureau of Fire, will open recruitment to establish a new civil service eligibility list for the position of Firefighter. Applicants must be at
least 19 years old by September 14, 2009; be a U.S. Citizen; have graduated from an accredited high school, earned a G.E.D. certificate, or possess an equivalent education acceptable to the Commission; possess a valid
driver's license that has not been suspended and/or restored within the past 3 years from the deadline/closing date for submission of applications; and not have been refused vehicle registration for violation of
financial responsibility (insurance) laws within the past 3 years from the deadline/closing date for submission of applications. Applicants who reside outside the Commonwealth of Pennsylvania must obtain a valid
Pennsylvania driver's license on or before the completion of the training program.
Applicants who are hired must establish residency within the corporate limits of the City of Harrisburg within 6 months after
completion of probationary period and must continually maintain City residency thereafter.

Examination elements for the position of
Firefighter include a written examination, candidate physical ability test, background investigation, pre-employment interview and other evaluatory processes. During the recruitment process, each eligible candidate will
be provided the necessary information for the next phase of examination. Attendance at each phase is mandatory. Candidates who miss any scheduled phase will be automatically disqualified.
Qualified applicants
will be scheduled for a written examination that will be given on Saturday, October 17, 2009. Information pertaining to the written examination will be distributed to each applicant at the time of returning their
application. The Bureau of Fire will offer two (2) pre-examination study sessions on Tuesday, October 6, 2009, and Thursday, October 15, 2009; the time and location to be determined.
All applications must be
returned in person by the applicant, or applicant's designee with a written signatory authorization to the Bureau of Human Resources no later than 2:00 p.m. on Monday, September 14, 2009.
